Since the full-scale invasion and the imposition of martial law, many men have questioned how to leave Ukraine legally. Currently, this is only possible for citizens of certain categories.

The new mobilization law introduces changes to the procedure for crossing the border for conscripts or those removed from military registration. As of May 18, 2024, new rules apply, and it is important to understand them to avoid issues with border guards.

Requirements of the New Mobilization Law

Border guards now require military registration documents from individuals eligible to leave the country, according to points 2–6 of the Border Crossing Rules. Most men must clarify or update their information at the Territorial Centres of Recruitment and Social Support (TCC and SP) before travelling abroad.

For those granted a deferment, crossing the border in 2024 requires a military registration document with the appropriate mark. The new law stipulates that the document must contain a VIN code, issued during a visit to the TCC and SP when updating personal data.

The VIN code is scanned by border guards using special devices, granting access to the individual’s electronic personnel file. This code can also be included in older-style military documents. Therefore, the first step for men planning to leave Ukraine is to update their information at the TCC and SP and ensure the VIN code is included.

Categories of Men Eligible to Cross the Border

The general rules following the adoption of the new mobilization law have not changed. All men aged 18 to 60 must possess an up-to-date military registration document. To leave the country legally, a man must either have a deferment or be exempt from conscription.

Men Over 60 Years Old

Men aged over 60 are allowed to leave Ukraine, as the mobilization age has not changed.

Fathers of Three or More Children

Fathers of three or more children under 18 can leave Ukraine by presenting birth certificates (originals or notarized copies) for each child. Additional documents may be required, such as:

  • A certificate of a large family father;
  • A death certificate of the children’s mother (if applicable);
  • Court decisions regarding custody or parental rights.

Men Raising Children Alone

Single fathers of children under 18 can also leave the country. They need to provide the child’s birth certificate and documentation such as a death certificate of the mother or a court decision regarding her parental rights.

Men Whose Relatives Died or Are Missing Due to the War

Men with relatives (spouses, children, parents, or siblings) who died or went missing due to the war can cross the border by presenting documents proving the relationship and a certificate of deferment.

Men With Disabilities (Groups 1, 2, or 3)

Disabled individuals are exempt from military registration. To cross the border, they must present documents confirming their disability, such as a medical certificate or pension identification card.

Men Accompanying Disabled Individuals

Men accompanying persons with disabilities can leave Ukraine, provided they travel together. Documentation proving the disability and relationship is required.

Men Accompanying Ill Children

Fathers accompanying ill children (including those with disabilities or critical conditions) can cross the border. Relevant medical and legal documents must be provided, such as medical diagnoses and proof of guardianship.

Additional Cases

Other categories eligible for border crossing include:

  • Military personnel travelling for training, treatment, or rehabilitation;
  • Registered drivers and volunteers listed in the «Shlyakh» system;
  • Maritime and railway workers on international assignments;
  • Coaches and athletes for competitions, subject to approval by the Ministry of Youth and Sports;
  • Cultural workers with permits from the Ministry of Culture.
